(Pine County, MN) -- Department of Natural Resources officials say a state conservation officer who drowned at a Pine County lake should have been wearing a life jacket. A review of the April incident found that Eugene Wynn wasn't wearing the life jacket, which isn't required for adults by state law but is required by DNR policies. The Pine County sheriff's deputy who also fell from the boat, but survived, was also violating Sheriff's Office policies by not wearing a life jacket.
