Minneapolis Shooting Suspect Arrested In Mahnomen

In the afternoon on June 27th, investigators from the Mahnomen County Sheriff’s Office received information that Charles Ortley, 30, of Minneapolis, was at the Riverland Apartments in Mahnomen. Ortley is a suspect in a shooting that occurred in Minneapolis. Investigators were surveilling the apartment when they observed Ortley get into a vehicle with two females. The vehicle was observed at a distance by law enforcement officers until the vehicle drove onto an open expanse of Hwy 59. At that time law enforcement initiated a felony stop and shut down the highway. Ortley was taken into custody without incident.
While the apartment building was under surveillance investigators identified Ryan Pacheco, 18, of Pine River, MN, who is a suspect in a stabbing incident in Naytahwaush from June 20th. A short time after Ortley was taken into custody, the investigators observed Pacheco and two other males get into a vehicle. The vehicle was located by a patrol officer in Mahnomen and a traffic stop was initiated. The vehicle fled south on Hwy 59 and a pursuit ensued. On Hwy 59 near Co Rd 12 a controlled tire deflation device was deployed and was successful in deflating one of the suspect vehicle tires. The pursuit entered the city of Waubun and the suspect vehicle crashed on Railroad St near the Waubun grain elevator. The driver, Pacheco, and one of the passengers, fled on foot, but were taken into custody within a short time.
The Mahnomen County Sheriff’s Office, White Earth Police Department, and MN Bureau of Criminal Apprehension were involved in these incidents.
